How to get better advisors?

I am currently overflowing with money as the Ottomans through trade and
tax income from my many provinces, but to keep up with the large European
nations I have a constant need for more monarch power (administrative,
diplomatic and military points).
As far as I know the best way to actively increase my monarch point income
is by hiring better advisors.
As money is not an issue, I could easily hire lvl 3 advisors in all
categories, but unfortunately the candidates I get often are only lvl 1 or
lvl 2.
Is there a way to influence the candidates for advisor slots to become
better? (i.e. expensive level 3 advisors) I know this is random to a large
degree and that you can get an additional advisor slot through ideas, but
I am looking for any way to boost the quality of the candidates.
